Raw meat is OK for dogs.  Dogs have a different pH than humans and they have a much shorter digestive tract than humans.  This equips them well to consume and digest raw meat without any issues.  They are not affected by bacteria in the same way that humans are. 


In fact, dogs are scavengers, equipped to eat rancid and rotting animal carcasses loaded with bacteria.  Cats, on the other hand, are hunters and equipped to eat fresh meats only.
